USJ organises Symposium in Hengqin Exploring Portuguese-Speaking Countries Taxation and Business Opportunities for Brazilian Enterprises

A symposium organised by USJ’s Sino-Lusophone Business Development Centre titled “Brazilian Enterprises from Portuguese-speaking Countries Taxation Policy Exchange Symposium” took place in Hengqin on April 26, 2024. The event aimed to promote economic, commercial, and cultural exchanges between China and Portuguese-speaking countries.



The “Brazilian Enterprises from Portuguese-speaking Countries Taxation Policy Exchange Symposium” was held with success on the 26th April, 2024 at the Taxation Bureau of the Hengqin Guangdong-Macao In-Depth Cooperation Zone. Supported by the Taxation Bureau of the Hengqin Guangdong-Macao In-Depth Cooperation Zone of the State Administration of Taxation (hereinafter referred to as the Taxation Bureau).

The symposium was organised by the University of Saint Joseph Sino-Lusophone Business Development Centre, and co-organised by the Hengqin – Guangdong-Hong Kong-Macao Greater Bay Economic and Trade Exchange Association, and saw participation of business representatives from Portugal, Brazil, Mozambique and companies from the Guangdong-Hong Kong-Macao Greater Bay Area  for an in-depth understanding of Hengqin’s tax and business environment and further promoting economic, commercial and cultural exchanges between China and Portuguese-Speaking Countries.

The delegation visited the Hengqin Taxation Bureau’s Smart Tax Service Office, the Portuguese-speaking Countries and Regional Tax Cooperation Office (hereinafter referred to as the “Office”) and conducted a symposium for exchanges and discussions on the topic. The atmosphere of discussion and exchange was very lively, and representatives provided very positive feedback. The symposium was  led by Ms. Zhang Huibing, Director of the Taxation Bureau of the Hengqin Guangdong-Macao Deep Cooperation Zone of the State Administration of Taxation, with Mr. Ren Dongyu, Director of the International Section of the Cooperation Zone Taxation Bureau and Ms. Angela Kam, Director of the Sino-Lusophone Business Development Centre of USJ, Mr. Nilo Pereira Santiago Filho, Vice President of the International Chamber of Commerce of Brazilian Enterprises and Brazilian Enterprise Representative Mr. Gilson Wilian Da Cunha introduced their delegates respectively.

The delegation experienced the Hengqin Taxation Bureau’s smart tax service venue, and tested the‘Guangdong Intelligent Assistance’first hand and the seamless service of the collaboration of Hengqin and Macao taxation agencies which received positive reviews on the seamlessness between Hengqin and Macao.

At the Smart Tax Service Center of the Hengqin Taxation Bureau, tax personnel introduced the tax-related matters of new enterprises to business representatives.

Professor Sergio Gomes, Coordinator of the MBA Program at the Faculty of Business and Law of the University of Saint Joseph in Macau, said: “Hengqin’s smart taxation Service Centre is very modern, and the efficient and convenient tax processing experience is amazing. The integrated development environment with Macau and the professionalism and friendly tax services are also very attractive to investors from Portuguese-speaking countries.”

After learning about the “Hengqin Smart Taxation Services” personally, the delegation shared their feedback with the Director. At the same time, they pointed out that Portuguese-speaking countries are deeply interested in Hengqin’s business environment, and reflected that Macao serves as a gateway to Europe, Africa and South America. The USJ Sino-Lusophone Business centre and its relevant networks are ready to connect Portuguese-speaking companies especially tax information directly from Portugal and the EU through Macao.   In addition, the centre can provide positive contributions in the provision of tax consulting and training for companies in the Guangdong-Hong Kong-Macao Greater Bay Area going to Portuguese Speaking Countries an EU. 

At the Portuguese-speaking Countries and Regional Tax Cooperation Office, Brazilian business representatives looked through the tax tips for Chinese residents investing in Portuguese-speaking countries with great interest.

“The establishment of the Portuguese-speaking Countries and Regional Tax Cooperation Office is very meaningful. It makes us feel that there is a connection between here and Brazil. We can understand the tax information of investing in China through the Portuguese Language Office, and we are very happy that Portuguese tax services can be provided here.” Brazilian enterprise representative GILSON WILIAN DA CUNHA said.

In order to further open up to the outside world with high-level services, the Taxation Bureau of the Hengqin Guangdong-Macao Deep Cooperation Zone of the State Administration of Taxation has opened a multilingual tax service area in the service center, which can provide multilingual tax customer service covering English, French, Portuguese decreasing the cost of doing business of foreign companies in Hengqin.

University of Saint Joseph continues to support the development of the Guangdong-Hong Kong-Macao Greater Bay Area and play its role as a central city, and give full play to the “Portuguese-speaking Countries Service Platform”.  Following the directive of the “Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area” to build a service platform that is conducive to enriching the practical connotation of “one country, two systems”, further intensifying exchanges and cooperation between the mainland and Hong Kong and Macao, and accelerating exchanges and cooperation between the mainland and Hong Kong and Macao. Cultivate innovation-driven development to provide support for the continuous enhancement of China’s economic innovation and competitiveness, establish a new open economic system that is in line with international standards, and build a new platform for high-level participation in international economic cooperation.
