The University of Saint Joseph (USJ) hosted the “Timor-Leste Human Capital Development – Cooperation Signing Ceremony” on 9 June 2026 at the USJ Ilha Verde Campus.

The University of Saint Joseph (USJ) hosted the Timor-Leste Human Capital Development – Cooperation Signing Ceremony on 9 June 2026 at the USJ Ilha Verde Campus. The ceremony marked an important step in strengthening collaboration between USJ Macao and Timor-Leste in the field of human capital development, particularly through education, capacity building, and professional training for Timorese scholars.
The event welcomed a high-level delegation from Timor-Leste led by His Excellency Mr. Gastão de Sousa, Minister of Planning and Strategic Investment, together withMr. Júlio do Carmo, Vice Minister of Public Works; Mr. Tomas Pinto, Principal Advisor to the Minister; Dr. Júlio Aparicio, Executive Director of the Human Capital Development Fund (FDCH); Mr. António Ramos da Silva, Delegate of Timor-Leste to the Permanent Secretariat of Forum Macao; Mr. Pedro Lay da Silva, Coordinator; Ms. Maria Rosa S. Pinto, Chief of the Scholarship Unit of FDCH; media officersMs. Estoniaand Ms. Carla; Mr. António, Protocol Officer to the Minister of Planning and Strategic Investment.
Representing USJ were Dr. Alejandro Salcedo, Acting Rector; Prof. Alexandre Lobo, Vice-Rector for Academic Research and Innovation; Prof. Zhang Shuguang, Vice -Rector for External Affairs and Institutional Development; Dr. Teresa Loong, Vice-Rector for Student Life; Prof. Jacky Ho, Dean of the Faculty of Health and Environmental Sciences; Prof. Francisco Botelho, Head of the Department of Social Work of the Faculty of Health and Environmental Sciences; Prof. Leanda Care, Head of the Department of Psychology of the Faculty of Health and Environmental Sciences; Prof. Ansoumane Douty Diakité, Head of the Department of Law and Public Policy of the Faculty of Business and Law; and Mrs. Paula Mota, Head of the International Affairs Office.
In his welcoming remarks, Dr. Alejandro Salcedo warmly received His Excellency Minister Gastão de Sousa and the Timor-Leste delegation, reaffirming USJ’s commitment to contributing to Timor-Leste’s long-term development. Dr. Salcedo highlighted the enriched historical relationship between Macao and Timor-Leste, noting that USJ is committed to working closely with the Government of Timor-Leste in a sustained and meaningful manner.
His Excellency Minister Gastão de Sousaexpressed his sincere appreciation to Dr. Alejandro Salcedo and the USJ team for their coordination and efforts in making this collaboration possible. He emphasised that the establishment and advancement of this initiative represents an important mission for the Government of Timor-Leste, reflecting its commitment to investing in the country’s future through human capital development. Through the Human Capital Development Fund, the Government of Timor-Leste will work closely with USJ to build capacity among Timorese scholars, supporting the preparation of skilled professionals who can contribute meaningfully to the nation’s long-term development.
Following the Minister’s remarks, Prof. Jacky Ho shared that he felt honoured to work alongside FDCH in preparing talent and strengthening capacity for the future, particularly in the areas of social care and health care. He noted that he was inspired by the establishment of the Fund and its mission to prepare young people for future responsibilities. Prof. Ho reflected that all communities inherit a legacy from their forefathers and carry it forward into the future. He added that it was exciting to see this cooperation come into realisation, and expressed confidence that USJ’s wide range of expertise could create a supportive dialogue with the Government of Timor-Leste in preparing for a brighter future.
With His Excellency Minister Gastão de Sousa witnessing the occasion, Vice-Rector Alexandre Lobo, and Dr. Júlio Aparicio signed the agreement, then concluded with an exchange of souvenirs.
This cooperation reflects USJ’s broader commitment to developing pragmatic and impactful collaborations with Portuguese-speaking countries. It also aligns with China’s policy of strengthening engagement with Portuguese-speaking countries, recognising Macao’s important role as a platform connecting China and the Portuguese-speaking world.

Universidade de São José e Fundo de Desenvolvimento de Capital Humano de Timor-Leste formalizam parceria
A Universidade de São José (USJ) realizou esta terça-feira, dia 9 de Junho 2026, a cerimónia de assinatura de um acordo de cooperação com Timor-Leste, focado no desenvolvimento de capital humano. O protocolo visa fortalecer a colaboração entre as duas partes, nomeadamente através da educação, capacitação e formação profissional de quadros timorenses.
A delegação timorense de alto nível foi chefiada por Sua Excelência o Ministro do Planeamento e Investimento Estratégica Eng. Gastão Francisco de Sousa, acompanhado pelo Vice-Ministro das Obras Públicas Sr. Júlio do Carmo, pelo Conselheiro Principal do Ministro Sr. Tomas Pinto, pelo Diretor Executivo do Fundo de Desenvolvimento de Capital Humano (FDCH) Dr. Júlio Aparício, pelo Delegado de Timor-Leste no Fórum de Macau Sr. António Ramos da Silva, pelo Coordenador Sr. Pedro Lay, pela Chefe da Unidade de Bolsas do FDCH Sra. Maria Rosa S. Pinto, pelas assessoras de imprensa Sras. Estonia e Carla, pelo Chefe de Protocolo do Ministro do Planeamento Sr. António.
Pela parte da USJ, marcaram presença o Reitor em exercício Dr. Alejandro Salcedo, o Vice-Reitor para a Investigação Académica e Inovação Professor Alexandre Lobo, o Vice-Reitor para os Assuntos Externos e Desenvolvimento Institucional Professor Zhang Shuguang, a Vice-Reitora para a Vida Estudantil Dra. Na sessão de abertura, Dr. Alejandro Salcedo deu as boas-vindas à comitiva timorense e reafirmou o compromisso da USJ em contribuir para o desenvolvimento de longo prazo de Timor-Leste. O Reitor em exercício sublinhou a relação histórica entre Macau e Timor-Leste e garantiu que a universidade está disponível para uma colaboração sustentada e significativa com o Governo timorense.
Por sua vez, o Ministro Gastão de Sousa agradeceu à equipa da USJ pelo empenho e coordenação, sublinhou que este acordo representa uma missão importante para o Governo de Timor-Leste, afirmou que investir no futuro do país passa pelo desenvolvimento de capital humano e explicou que, através do FDCH, o Governo timorense vai trabalhar em estreita colaboração com a USJ para preparar profissionais qualificados que possam contribuir ativamente para o desenvolvimento sustentado da nação.
Prof. Jacky Ho, diretor da Faculdade de Ciências da Saúde e Ambientais, afirmou sentir-se honrado por trabalhar com o FDCH, especialmente nas áreas dos cuidados sociais e de saúde, disse que todas as comunidades herdam um legado dos seus antepassados e o transportam para o futuro, considerou entusiasmante ver esta cooperação tornar-se realidade e expressou confiança de que a vasta experiência da USJ poderá criar um diálogo sólido com o Governo timorense na preparação de um futuro mais promissor.
Com o Ministro Gastão de Sousa como testemunha, o Vice-Reitor Alexandre Lobo e o Diretor Executivo do FDCH, Dr. Júlio Aparicio, assinaram o acordo, tendo a cerimónia terminado com uma troca de lembranças.
Esta cooperação insere-se no compromisso mais amplo da USJ de desenvolver parcerias práticas e de impacto com os países de língua portuguesa. Está também alinhada com a política de Pequim de reforçar os laços com a lusofonia, reconhecendo o papel de Macau como plataforma de ligação entre a China e o mundo de língua portuguesa.
