The “International Marine Technology and Artificial Intelligence Industry Forum,” supported by the Commerce and Investment Promotion Institute of Macau SAR and hosted by the University of Saint Joseph, was successfully held in Macao.
The “International Marine Technology and Artificial Intelligence Industry Forum,” supported by the Commerce and Investment Promotion Institute of Macau SAR and hosted by the University of Saint Joseph, was successfully held in Macao on October 24, 2025. With “AI + Ocean” as its core theme, the forum brought together government representatives, scholars, business leaders, and investors from China, Brazil and Portuguese-speaking countries and the Guangdong-Hong Kong-Macao Greater Bay Area. The event explored the integration and application of the latest developments in artificial intelligence, satellite technology, and the blue economy. The opening ceremony was officiated by Dra. Fernanda Gomes de Paula, Secretary of State for Aquaculture of Brazil; Dr. Carlos Mello, Special Advisor to the Minister of Fisheries and Aquaculture; Dr. Sam Li, Member of the Administrative Committee of the Commerce and Investment Promotion Institute of Macau SAR; Professor Alexandre Lobo, Vice Rector of the USJ; Mr. Terence Lee, President of the Sustainable Development Association; Mr. Philip Wong, Head of Business Strategy Development, ARUP East Asia; and Ms. Meng Meng, General Manager of the Macao International Carbon Emission Exchange (MEX).

Technological cooperation and sustainable development was the core message, during the speech of Dr. Carlos Mello, Special Advisor to the Minister of Fisheries and Aquaculture of Brazil, he stated, “Artificial intelligence is no longer just about technological innovation; it’s about competitiveness, sustainability, and food sovereignty. Brazil possesses abundant natural resources, and we believe that through cooperation with China, we can jointly build an inclusive, intelligent, and cooperative blue economy.” Fernanda Gomes de Paula, Secretary of State for Aquaculture of Brazil, shared the practical applications of AI technology in aquaculture in her speech: “In Brazil, we have begun using AI technologies such as automatic counting systems, underwater robots for real-time water quality monitoring, and intelligent feeding systems. This has not only improved production efficiency but also driven the cultural and economic transformation of the entire industry.”


During the same ceremony, four groups of organizations signed strategic cooperation memorandums of understanding, marking the official launch of multi-party cooperation. The signing of the strategic cooperation memorandums of understanding will promote the deep integration of industry, academia, research and finance, and was witnessed by Dra. Fernanda De Paula, Secretary of State for Aquaculture of Brazil and Dr. Sam Li, Member of the Administrative Committee of the Commerce and Investment Promotion Institute of Macau SAR.

The University of Saint Joseph and the Macau International Emissions Exchange (MEX) will collaborate in areas such as carbon credit research, marine carbon trading pilot programs, and sustainable development education.

The Macao International Emissions Exchange and Arup’s cooperation focus on ESG strategy planning, green building and smart city projects, jointly promoting low-carbon development in the Greater Bay Area and Portuguese-speaking countries.

The Hong Kong Biotechnology Association and the Sustainable Development Association will conduct joint research and promotion projects focusing on biotechnology and marine sustainability.

Azores Life Science Ltd. and SUNGOLD RENEWABLE ENERGY TECHNOLOGIES LIMITED are collaborating on marine biotechnology innovation.
