With over 30 years of experience as a teacher, manager and Principal in Hong Kong and Macau, together with his qualifications - Bachelor of Theology (1981) at University of Saint Thomas, Philippines;  Bachelor of Philosophy in Educational Studies (1994) at University of Hull, England; Master of Education, (1996) at University of Hull, England; Doctor of Education, (2008) at University of Saint Joseph, Macau – and experience in extensive research and publications (Teachers Stress in the Macau Workplace, Managing Complex change in School – engaging pedagogy, technology, learning and leadership, etc.), Dr. Salcedo is an experienced educational professional, working for the advancement and betterment of education through new management programs and by guiding teachers through the experience and knowledge he has. Isabel Tchiang

Dean of the School of Education | Associate Professor | Director for the Teacher's Professional Development Centre

Dr. Van Man Isabel TCHIANG is an Associate Professor at the University of Saint Joseph (USJ), where she serves as the Centre Director of the Teachers' Professional Development Centre and Acting Dean of the School of Education. With a distinguished academic background, she holds a Bachelor’s degree in Biology (minor in Chemistry) from the State University of New York, College at Brockport, USA, and earned her Master’s and Doctoral degrees in Education from the Inter-University Institute of Macau (IIUM), graduating with Magna Cum Laude honors and receiving the Macau Foundation Full Scholarship for her PhD studies.A dedicated educator with over two decades of experience, Dr. Tchiang began her career as a secondary teacher before transitioning into leadership roles, including training initiatives within Macao S.A.R. government departments. Since joining USJ in 2013, she has taught undergraduate and postgraduate courses while leading research on education policy, teacher behavior and perceptions, professional training, parental involvement, and school collaboration. Since 2015, she has directed projects funded by the Macao Foundation, including recent work on Macao’s Education Reform.Committed to advancing educational excellence, Dr. Tchiang focuses on fostering teacher development, implementing innovative teaching strategies, and strengthening community engagement through research and collaboration.

Frances Lee

Associate Professor | Programme Coordinator for the Master of Education

Dr. Lee has earned a PhD degree in Education in 2002.  Her research has centered on how self-concept, motivation and other socio-cultural practices can influence and enhance children’s psychological development.  Dr. Lee has published several papers exploring these topics from different perspectives and am currently working on consolidating this work and developing it into a book project.Because of her expertise, Dr. Lee has been invited to provide consultation and training for a number of groups and schools, worked with the community to advocate the needs of children. She has also been approached by the media to share viewpoints and experience on issues related to parenting, child development and special needs education.

Rochelle Ge

Associate Professor

Prof. Rochelle Ge (葛贇) is an Associate Professor in the School of Education at the University of Saint Joseph. She holds a Ph.D. from the National University of Singapore and was a Visiting Fellow at Yenching Institute, Harvard University. Additionally, she serves as an Adjunct Professor at the National Curriculum Development Base of South China Normal University. Working from a cross-disciplinary perspective, Prof. Ge integrates sociological approaches into her research and teaching on education and social development. Based in Macau, her current research interests include: Global Higher Education & Internationalization (student mobility and transnational education); Educational Leadership and Policy (governance, reform and institutional change in inclusive settings); Teacher Professionalization & Pedagogy (teacher identity, professional development, and innovative teaching practices); Curriculum Studies & Knowledge Systems (curriculum development, comparative curricula and 21st-century competencies). Her scholarly work has been published in leading journals such as Asia Pacific Education Review, Higher Education Quarterly, Asia Pacific Journal of Education, and Educational Research and Evaluation.Funded Research Projects:2025 till now: Principle Investigator for research project "Leadership for sustainable school development: perspectives and practices of experienced school leaders in macau" with Prof. Stephen T.F. Susannah Sun

Dr. SUN is an Assistant Professor at the School of Education. She got her Doctoral degree, majoring in Early Childhood Education, from The Education University of Hong Kong. Before that, she worked as a college lecturer at Qujing Normal University for nearly 5 years in Mainland China. She taught many courses in pre-service and in-service teachers’ training programmes, including Foundations of Education, Pre-school Education, Curriculum and Pedagogy in Early Childhood Education, Language / Health / Society / Science Education in Kindergarten, etc. Her research interests cover a range of topics in education, including early language and literacy development and learning, teaching and learning in the early years, teaching and learning in university, teachers’ beliefs and professional development, etc.

Iris Mak

Assistant Professor | Programme Coordinator for the Postgraduate Diploma in Education

Dr. Iris Mak holds a doctoral degree in education and a master in applied foreign language. She is an experienced and self-motivated English language teacher in tertiary context in Macau. Her research interests are mainly on second language acquisition, second language writing, and adult English learning. In addition to teaching commitment within campus, she is invited as speakers and trainers for local educational bodies and learning centers. She is also active in promoting global values including SDGs and global competence in her lectures and works.

Jana Ho

Assistant Professor | Programme Coordinator for the Bachelor in Education

Prof. Jana Ho is an accomplished researcher specializing in the integration of technology in education, with a focus on early childhood learning, gamification, and online assessments for dyslexia. She holds a Ph.D. in Psychology from The Chinese University of Hong Kong (CUHK) and a Master's degree in Learning Sciences from the University of Munich. After receiving the Psychology Department Thesis Award from CUHK, she worked as a research associate at Purdue University in the United States before joining USJ. Prof. Ho is committed to advancing teacher development and enhancing pedagogical practices through innovative technological approaches. She is currently a scientific committee member of the special issue in the Journal of International Students -- Rethinking International Education: Leadership, Technology, and Global Citizenship for a Changing World. At the moment, she is supervising postdocs and master's students at USJ on various research projects related to AI literacy. 

Mo Chen

Dr. Chen holds a Ph.D. in Educational Psychology from the University of Minnesota—Twin Cities and is a Board Certified Behavior Analyst (BCBA-D). She has worked with children with developmental disabilities in home and school settings, especially early intervention for young children with autism spectrum disorders, in mainland China, the USA, Singapore, and Macao SAR. She is also the chief clinical supervisor for Elim Autism Schools. Wenmin Zhao

Dr. Wenmin ZHAO is an Assistant Professor in the School of Education at the University of Saint Joseph (USJ). She received her Ph.D. in Mathematics Education from the University of Missouri in the United States. Prior to joining USJ, she was a Teaching Fellow at Xi’an Jiaotong-Liverpool University and a Lecturer at Guangdong University of Education. She also held the position of Vice Principal at Dongguan Chang'an Town Center Primary School. Dr. Zhao's research interests are teacher professional development and Mathematics Education, for which she has been recognized with awards such as the U.S. National Science Foundation (NSF) CADRE Fellowship. Emeritus Professor Keith Morrison has worked in higher education for 40+ years, in the UK and South-East Asia, formerly at the University of Durham, UK and, since 2000, in Macau, where he has been Dean of a School of Education, Registrar, Director and Adviser for Institutional Development, and a university Vice‑rector. He is the author/co-author of 20 academic books on education, and for many years was the Co‑editor of the international peer‑reviewed journal Educational Research and Evaluation.  He has conducted consultancies for governments, companies, organisations, and institutions in the UK, the Czech Republic, Malaysia, South Africa, Singapore, USA, Hong Kong, and Macau, and he has produced reports, papers, policy documents, and technical reports for government agencies and officers in several countries and educational institutions. He is a reviewer for funded research proposals for government grants agencies. He has been a reviewer for 25 international journals and for several leading international book publishers, has been a member of several Editorial Boards of peer-reviewed journals in education, and is a regular contributor to Macau Business. He is in the top 10 of Google Scholar's world's most cited authors in education. Before moving into higher education he taught in kindergarten, primary, and secondary schools in the UK.  He has worked on research, consultancy, and development projects in schools and teacher education.  He has been a prize‑winning music scholar and cathedral choral scholar/lay clerk; he is an organist, a member of the Royal College of Organists, and a Fellow of the Royal Society of Arts.  His recent work in higher education academic, management, and administration fields has been in research methods, quality assurance, educational development and training for higher education academic, research, and administrative staff.

Ana Maria Pires Correia is Associate Professor and Director of the Domingos Lam Centre for Research in Education. Ana Correia developed her career as a schoolteacher in Portugal and Macau before joining the University of Saint Joseph (formerly Inter-University Institute of Macau). She holds a PhD in Education, summa cum laude, from the Inter-University Institute of Macau-Catholic University of Portugal (awarded 2008), a Master of Education, a Teacher Certificate from the Macau Youth and Education Bureau and a Licentiate in Philosophy from the University of Lisbon.Ana Correia joined the USJ in 2010 and in 2014 was appointed Dean of the Faculty of Psychology and Education. In 2016 was promoted to Associate Professor and in April 2017 was appointed Dean of the newly created School of Education. Ana Correia was a key contributor to the design and development of the USJ Bachelor of Education and led the creation of other educational programmes such as the Post-Graduate Diploma in Education and the Master of Education. Chan Teng Fong (Stephen Chan), Ph.D. in Education, has worked in Macao broadcasting organizations for more than 10 years, as a radio program producer and host. Currently the office director of the Diocesan Catholic Education Commission, responsible for the administration, coordination, and development of educational affairs in the Diocese of Macau, and serves as a lecturer and tutor for teaching interns in the Post-Graduation Teacher Diploma Program of the University of St. Joseph, and is a qualified secondary teacher in subject Moral and Civic Education.Completed a bachelor's degree in Public Administration at Macau Polytechnic Institute, a Master of Education at the City University of Macau (received the Henry Fok Foundation Scholarship), also a Ph.D. in Education in the same school. Elisa Monteiro

Elisa Monteiro was born in Mozambique but grew up in South Africa where she completed her primary and secondary education. She received her PhD in Education here at USJ. She teaches various modules in the undergraduate and postgraduate education programmes and supervises in-service and pre-service teachers during their teaching practice at placement schools. Teaching areas include assessment of learning, educational theories, differentiated instruction, and effective teaching and strategies to enhance student learning. She has also created and taught a variety of English language programmes for kindergarten through twelfth grade within schools and language centres and has delivered several teacher-training courses in the areas of instructional pedagogy and assessment. She supervises Master's and PhD students within the School of Education. Elisa is very interested in developing and articulating teachers' professional knowledge and skills. Her research interests cover a range of topics in curriculum planning, pedagogy, instructional strategies, assessment, and inclusive education.

Fuk-chuen Ho, PhD, has been the programme coordinator of courses for teachers of students with special educational needs for more than 20 years. He was assistant professor in the Department of Special Education and Counselling at the Education University of Hong Kong and associate professor in the School of Arts and Humanities at Tung Wah College. He has been teaching in the areas of special/inclusive education in the university for over 30 years and has extensive experiences in managing teacher education programmes. His scholarly work has largely contributed to students with dyslexia and autism spectrum disorder and to their teachers. Dr Joseph Seyram Agbenyega is an Associate Professor of Early Childhood and Special Education at Counselling, Special Education and Neuroscience Division at Emirates College for Advanced Education (ECAE). He is currently the Research Chair at ECAE. Dr Agbenyega is a certified Teacher Educator with more than 27 years of experience. He obtained his Professional Doctorate (EdD) from Monash University in Melbourne, Australia in 2005. Prior to joining ECAE, Dr Agbenyega worked at University of Education, Winneba in 2006, University of Ghana in 2007 and at Monash University from 2008 to 2020. He was the Director of Graduate Research Education and Chair of Graduate Theses Examiners from 2017-2020.The focus of his research is the psychological and sociological understandings of early childhood education and inclusive education and inequality among children and youth. At the micro level, he explores the impact of teacher values, dispositions, cultural and family practices on inclusive teaching, learning and child development. At the macro level, he explores how policy and government support for education orchestrate educational equity and quality. He is interested in understanding how the worldwide problem of underachievement and exclusion of children and youth with a disability and/or significant learning needs can be addressed. He applies both qualitative and quantitative methodologies with diverse theoretical perspectives including critical theory, postcolonial theory, Bordieuan theory and cultural historical theory to his research. Dr Agbenyega has international research networking with several universities, including Mahidol University, Thailand; Monash University, Australia, University of Ghana; University of Cape Coast, Ghana, Millersville University, PA, USA and Universität Negeri Jakarta (UNJ). He is currently an Adjunct Associate Professor to University of St Joseph, Macau.

Kiiko Ikegami

Dr Kiiko Ikegami is a faculty member at Monash University and an Adjunct Professor at the University of Saint Joseph (USJ). She worked full-time at USJ from 2019 to 2023 and continues to contribute as an adjunct professor. She holds a PhD from Monash University, Australia, an MEd in Special Educational Needs from the University of Newcastle Upon Tyne, UK, and a BEd from the University of Southern Queensland, Australia. Kiiko has extensive teaching and research experience across Australian and international contexts. Her primary research focuses on quality education, with additional interests in the Soka education model and educators’ knowledge, beliefs, and practice. With a strong background in education, Kiiko specialises in the theoretical foundations of education, curriculum and assessment studies, family-school partnerships, and inclusive education. She is also actively involved in supervising undergraduate and postgraduate students.

Laurie Baker Malungu

Dr. Baker-Malungu holds an EdD from Durham University, UK. She is an educator, curriculum designer, researcher and children's book author (https://www.lmalungu.com/). She believes nurturing literacy and love of reading are essential keys to unlocking creativity and the magical path of lifelong learning. Since 1986, she has had the bounty of working with learners in Asia ranging in scope from pre-primary to higher education in Taiwan, Japan, Guangxi, and the Macao SAR. She does not believe the educational experience is limited to a classroom context alone.  To meet the needs of diversity in its various forms - individual capacity, learning readiness, socio-economic status, cultural and linguistic adaptability - she's been involved in creating and facilitating dynamic learning experiences designed to empower independent learning.The secondary moral education curriculum she designed for a school in Macao received recognition from both the International School Services (1997- Princeton, US) and the Macao Department of Education (1998). Dr. Baker-Malungu has served as a curriculum consultant and professional development trainer for in-service teachers of English as a Medium of Instruction (EMI) schools as well as teachers of English as a subject at Chinese Medium of Instruction (CMI) schools. After more than 15 years serving as an academic, educational administrator and curriculum designer for numerous Higher Education Institutions in the region – she has recently taken a leap of faith to embark on a new journey and is presently working to establish an NGO focused on enhancing the true potential of education – to awaken within each student (stakeholders such as teachers, administrator and community members included) understanding of their true power as sovereign creative beings, able to affect positive change in the world for themselves and their communities.

Yong Liu, PhD in Educational Sciences, Lecturer, serves as Assistant Director of the English Department at the School of Foreign Languages, Chongqing Technology and Business University, Chongqing, China. His primary research interests include educational measurement and assessment, critical thinking, and problem-based learning (PBL).He has published over 20 papers (7 as first/corresponding author in SSCI/SCI journals). Ruth HAYHOE is a professor at the Ontario Institute for Studies in Education, University of Toronto.  Her professional engagements in Asia have spanned 55 years, including Secondary School teacher at Heep Yunn School in Hong Kong (1967-1978), Foreign Expert at Fudan University, 1980-82,  First Secretary for Education, Science and Culture at the Canadian Embassy in Beijing, 1989-1991, Visiting Professor at Nagoya University on a Japan Foundation fellowship in 1996, and Director of the Hong Kong Institute of Education, now the Education University of Hong Kong, 1997-2002, where she holds the title of President Emerita. Ruth has authored or edited more than a dozen books and published about 80 articles in refereed journals. Her most recent co-edited books include Religion and Education: Comparative and International Perspectives (Oxford: Symposium Books, 2018), Comparative and International Education: Issues for Teachers (Toronto: Canadian Scholars Press, 2017) and  Canadian Universities in China’s Transformation: An Untold Story (Montreal:McGill Queens University Press, 2016).   China through the Lens of Comparative Education: The Selected Works of Ruth Hayhoe, came out in 2015 with Routledge’s World Library of Educationalists.   Other recent books include Portraits of 21st Century Chinese Universities: In the Move to Mass Higher Education, co-authored with Jun Li, Jing Lin and Qiang Zha  (Comparative Education Research Centre, University of Hong Kong [CERC] and Springer, 2011) and Portraits of Influential Chinese Educators (Hong Kong: CERC and Springer, 2006).  Ruth has received many honors, including Honorary Fellow, University of London Institute of Education (1998), the Silver Bauhinia Star of the Hong Kong SAR Government (2002), Commandeur dans l’ordre des Palmes  Académiques of the Government of France (2002) and an Honorary Doctorate from the HKIEd (2002). In 2011 she was made an Honorary Fellow of the Comparative and International Education Society and in 2012 she was appointed C J Koh Professor at the National Institute of Education, in Singapore.  In 2015 she received the Mingyuan Prize for an Outstanding Contribution to Chinese Education Research and an Honorary Doctorate of Letters from the Open University of Hong Kong. In 2019 she was conferred an Honorary Doctorate in Humane Letters by Victoria University in Toronto and in 2020 she was awarded the David Wilson Award for Distinguished Service by the Comparative International Education Society of Canada. Ruth has an active doctoral thesis group, whose members have done sustained field research on higher education issues in all of the following jurisdictions: China, Hong Kong, Singapore, Japan, South Korea, Malaysia, India, Pakistan, Vietnam, Thailand, Cambodia, France, Belgium, Estonia, Norway, Greenland, Tanzania, South Africa, Venezuela, Iraq and the U.A.E., as well as Canada and the USA.

Shen Wenqin is Associate Professor of Higher Education at Peking University. He mainly studies the higher education system from the perspectives of intellectual history and Sociology of Science. He authored and co-authored publications focused on transnational history of idea and practice of liberal education (China, UK and US), international academic mobility (especially the mobility of college graduates, doctoral students and postdocs) and doctoral career trajectories. His researches have been published in international journals such as the Higher education, History of education quarterly, Journal of Sociology, Higher education quarterly, Studies in Higher education, etc.

Stewart Martin is a professor in Education at the University of Hull, UK and holds a Ph.D. in educational technology from the University of Durham. His research interests are in the educational use of digital technology to enhance learning and teaching, identity formation, psychometrics and the practical application of cognitive psychology and neuroscience in virtual reality settings. His research developed from his earlier experience as a Head Teacher in mainstream education and his appointments as an educational consultant to organisations in both the public and private sectors in the UK, the Netherlands and Canada. He joined the University of Hull in 2012 after spending four years as Head of Education at Teesside University and, prior to that, eight years at Durham University during which he served as Director of the Ed.D. Professor Martin has developed academic partnerships, cultural links and interdisciplinary research in a range of mainstream and Higher Educational institutions Europe, the Americas, Canada and South-East Asia.   Professor Martin is a National Teaching Fellow of the UK Higher Education Academy, an External Examiner for Ph.D. and Ed.D. at several universities. He reviews for numerous international research journals and for the UK Arts and Humanities Research Council and is an Editorial Board member for the journal Educational Research and Evaluation. He played a key role in the reform and development of non-higher education curricula, drafting “Curriculum Framework for Formal Education of Local Education System” and “The Requirements of Basic Academic Attainments of Local Education System”, as well as other curriculum documents. He also coordinated, organized, and implemented curriculum reform pilot plans, teacher professional development activities, and professional learning communities, as well as textbook construction and other projects. Additionally, he participated in related work, including the "Ten Year Plan for the Development of Non-Tertiary Education (2011-2020)", "System Framework for Private School Teaching Staff of Non-tertiary Education", and “Non-tertiary Vocational and Technical Education System”.Since 2004, he has been actively involved in education-related academic organizations both domestically and abroad, serving as a member or officer of these organizations.His research interests are diverse and include curriculum studies, sociology of education, teacher professional development, textbook studies, and geography education. Xu Su Qiong

Xu Su Qiong is Associate Professor of Department of Special Education, School of Education, Chongqing Normal University. From 2010 to 2011, she was hired as the consultant of inclusive education by Handicap International. She has been hired by the Chongqing Disabled Persons’ Federation to evaluate local rehabilitation institutions and provide policy consultancy from 2022 to 2025. She also has memberships of the Disable persons’ Federation of China and the International Positive Behavior Support Association. Since 2016, she is one of the editor broad of the International Journal of Emotional Education.
